fix(Core/Spell): Summoning Portal position (#19705)

* fix(Core/Spell): Summoning Portal position

Summoning Portal is created in front of the caster but it is still too
close to them. Move it away a bit.

* Cleanup unused SpellInfo correction

Spell 61994 was stopped being used for summons in favor of 23598 on:
67010623a0
